Looked all fin and no foil, is that because of rules or conditions?

Conditions. Maybe later in the week if the winds lighter foils might be used.

At least one of the men used a foil.
The girls were sent out for their first foil race in reportedly 25 knots. Some didn't go.

After a rest day on Day 3 with light wind, racing resumed on Day 4.

So far, all the men's racing has been dominated by finned boards, but day 4 had more foil interest, but the fins were still faster.
The wind hasn't been light enough to favour foil for the men, but the women have completed 3 foil races - one of which in winds of 25 knots.

Day 6 - Final Day.

Regarding Covid and the lack of masks:
Croatia has a population of just over 4 million, about 600 active cases, about 100 new cases per day, and about 3 deaths per day.

It has been another great event for this year with only Day 3 being too light to race. Foiling has proved that it can produce close exciting racing.

More foil racing - which is showing that foil racing can be close and fast in light winds.
One Elimination for the Men, and two for the women.
